OPINION

Charles A. Stewart appeals the May 3, 1990, final decision of the Merit Systems Protection Board in docket number BN07529010006. The board dismissed the appeal of his removal from the United States Postal Service because it found that he had waived his appeal rights in a “last chance” settlement agreement.
