Petróleos Mexicanos (Pemex), the Mexican national oil company, appeals from a district court order holding that the Foreign Sovereign Immunities Act (FSIA)

does not shield it from a third-party complaint filed by Repsa Fabricación, S.A. (Repsa). Our first task is to determine whether we have jurisdiction to entertain Pemex’s appeal.
