MANKIN, Associate Judge:

The veteran, Herman Sanchez, appeals a July 10, 1990, decision of the Board of Veterans’ Appeals (BVA or Board), which denied entitlement to service connection for a bilateral hearing loss. We find that the BVA erred in reopening the veteran’s claim, when the BVA found that no additional evidence was submitted in support of his claim.
