In this action for declaratory and injunc-tive relief, plaintiffs, affiliated electric utility owners of -power plants, seek judicial review of proposed actions and stated positions of the Administrator of the Environmental Protection Agency in relation to duties delegated by Title IV of the 1990 Amendments to the Clean Air Act. See, 42 U.S.C. §§ 7651-7651o.
