This matter is before the court on plaintiff’s Motion for Reconsideration of the Magistrate’s October 2, 1991 order denying plaintiff’s Motion to Amend his complaint. For the reasons stated below, plaintiff’s Motion for Reconsideration is granted, and plaintiff’s Motion to Amend the Complaint is granted.
