CUDAHY, Circuit Judge.

Terry Tso was killed when his car collided with a county truck engaged in repair operations on a public highway. Members of Tso’s family sued Walworth County and four of its employees for negligence in the operation and supervision of the truck. The Tsos’ lawyer failed, however, to make proper service of process on the defendants within the required time period.
