The Director and other officials of the Virginia Department of Corrections appeal from the judgment of the United States District Court for the Western District of Virginia granting writs of habeas corpus and declaratory and injunctive relief to ap-pellees Dexter D. Coffin, III, Doe, and Joe, inmates confined within the Virginia Department of Corrections system.
