RIPPLE, Circuit Judge.

The plaintiffs brought this action under § 10(b) of the Securities Exchange Act of 1934- (“the Act”). The district court granted the defendants’ motion for summary judgment. It held that the newly adopted one-year statute of limitations combined with the three-year statute of repose made the plaintiffs’ claims time-barred.
