OPINION AND ORDER

VAN ANTWERPEN, District Judge.

This civil rights action, brought pursuant to 42 U.S.C. §§ 1983, 1985, 1986, and the Eighth and Fourteenth Amendments to the U.S. Constitution, arises out of the suicide of John B. Plasko while he was being held in a jail cell. Plaintiffs complaint also asserts supplemental state law claims. Plaintiff, John A. Plasko, Sr.
