This case requires us to construe the proper application of KRS 411.188, a statute relating to treatment of collateral source payments,

enacted in 1988 as part of House Bill 551, an omnibus package of so-called “tort reform” legislation. KyActs 1988, Ch. 224, § 4. In its entirety this legislation is officially styled “AN ACT relating to civil actions.”
