Roy Williams has petitioned

for a writ of habeas corpus pursuant to 28 U.S.C. § 2254, based on a claim of ineffective assistance of counsel. For the reasons set forth below, the court finds petitioner was provided effective assistance of counsel as guaranteed by the Sixth Amendment of the United States Constitution.
