Sedat, Inc. (Sedat) and Seven Sisters Mining Co. (Seven Sisters) (collectively Petitioners) seek to compel The Department of Environmental Resources (DER) to produce two memoranda prepared by attorneys in its Office of Chief Counsel for discovery pursuant to Pa.R.C.P. 4003.1.
