John Joyce appeals a judgment dismissing his complaint seeking an injunction and a declaration that a contract between Dunn County and Motorola Communications was null and void because it was not let to the lowest responsible bidder.

The contract is for installation of an integrated radio dispatch system, enhanced 911 emergency telephone system and related equipment.
