Plaintiff, an inmate at the Iowa State Penitentiary (“ISP”) in Fort Madison, Iowa, brings this action pursuant to 42 U.S.C. § 1983 and the Religious Freedom Restoration Act (“RFRA”), 42 U.S.C. §§ 2000bb-2000bb-4 (1988). The Court has jurisdiction by reason of 28 U.S.C. §§ 1331 and 1343(a)(3).
