Dear Mr. Lynch: This office is in receipt of your recent request for an opinion of this office regarding the Department of Environmental Quality's ("DEQ") waste tire program. We understand that your office was directed by the State Senate, pursuant to Senate Resolution No. 73, to investigate DEQ's handling of the waste tire remediation program.
