Ody Dickey, Jr. (Dickey) appeals an order of the Court of Common Pleas of Washington County (common pleas court) after determining upon remand1 that Dickey lacks the “requisite qualifications” for the 911 Coordinator position and therefore is not entitled to be hired under Section 7104(a) of the Act commonly known as the “Veterans Preference Act” (Act).
