MEMORANDUM OPINION

Plaintiff William Bullock asks this Court to find that his child support arrears assigned to the State of Missouri in the amount of $16,842.40 are dischargeable pursuant to 11 U.S.C. § 523(a)(5). This issue is a core proceeding under 28 U.S.C. §§ 1334(b), 157(a) and 157(b)(1).
