Introduction

Plaintiff, Greg Alan Cannon, brings this action seeking,

inter alia,

declaratory and injunctive relief based upon allegations that his constitutionally protected rights were violated when he was detained in excess of forty-eight hours without official hearing pursuant to Arkansas Code Annotated § 20-47-210(a).
