Davis County Solid Waste Management and Energy Recovery Special Service District and Waste Energy Partners Limited Partnership (collectively “petitioners”) challenge the final standards governing municipal solid waste (“MSW’) combustion that were promulgated by the Environmental Protection Agency (“EPA” or “agency”) on December 19, 1995.
