The Comprehensive Environmental Response, Compensation, and Liability Act (“CERCLA”), 42 U.S.C. §§ 9601-9675, authorizes the Environmental Protection Agency

to establish a National Priorities List (“NPL”), identifying high priorities among the nation’s known hazardous waste sites.
