In May 1992, Del Allen Reeves was in a motor vehicle accident involving Jerry L. Brinegar, Jr. At the time of the accident, Reeves was apparently working as an employee of the Illinois Department of Transportation (IDOT). Brinegar filed a lawsuit against Reeves seeking damages.
