MEMORANDUM OPINION AND ORDER

Plaintiff filed this action pursuant to the Federal Tort Claims Act (FTCA), 28 U.S.C.A. §§ 1346 (West 1993) & 2671-80 (West 1994), on April 16, 1996, to recover damages for injuries he allegedly sustained on June 25, 1993, when the car in which he was riding wrecked.
