BACKGROUND

Justin Taylor lived with his parents on Governor’s Island, which sits in New York Harbor and, until recently, served as a Coast Guard station. His father was a member of the Coast Guard, and the family lived in an apartment building on the island, as did other Coast Guard members and their families.
