HOLDAWAY, Judge.

The appellant, Charles G. Turpén, appeals a June 4, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) which denied a reopening of his claim for service connection of arthritis. For the following reasons, the Court will affirm the decision of the Board.

I. FACTS

The appellant served on active duty in the U.S. Army from November 1942 to January 1946.
