Plaintiffs, the Police Association of New Orleans (“PAÑO”) and twenty-four white New Orleans police officers, filed suit against the City of New Orleans, alleging' that on December 31, 1993, the New Orleans Police Department (“NOPD”) made a series of unlawful transfers and promotions.
