Christopher Sandy (defendant) was indicted on thirty-two charges of issuing fraudulent grain receipts in violation of Code § 3.1-722.28. Defendant entered into a plea agreement with the Commonwealth’s Attorney. The trial court declared the plea agreement invalid.
