MEMORANDUM OPINION AND ORDER

HART, District Judge.

Following a bench trial in the Circuit Court of Cook County, Illinois, David Bailey was found guilty of murdering two victims. He was sentenced to natural life in prison and the conviction and sentence were affirmed on direct appeal.
