INTRODUCTION

Plaintiff Brijen Gupta, (“Gupta”), brings this action pursuant to 42 U.S.C. § 1983 claiming that his constitutional and civil rights were violated by defendants the Town of Brighton, (“Brighton”), Town of Brighton Supervisor Sandra Frankel, (“Frankel”), and Brighton Town Councilman Robert Barbato, (“Barbato”).
