Petitioner, Robert Paul Bromley resides in England and has brought this action pursuant to the Hague Convention on the Civil Aspects of International Child Abduction of October 25,1980, and the United States Congress in the International Child Abduction Remedies Act, 42 U.S.C. §§ 11601-11610.
