MEMORANDUM OPINION AND ORDER

NOTTINGHAM, District Judge.

Plaintiff Frank D. Rodriguez seeks an award of attorneys’ fees and costs as the prevailing party in a civil-rights action. He bases his request upon 42 U.S.C.A. § 1988 (West 1994). The matter is before the court on (1) “Plaintiffs Motion for Attorneys Fees and Costs,” and (2) “Plaintiffs Supplemental Motion for Attorneys Fees and Costs.
