DECISION This is an appeal from a decision of the Zoning Board of Review of the Town of Westerly ("the Board"). The Board granted Apple Health Care, Inc.'s ("Apple's") application for a special use permit to construct a 5,400 square foot addition to a nursing home that is an already-existing, legal nonconforming use.
