Petitioners, “nonworking firefighters” who have been out of work for extended periods while receiving their salaries pursuant to General Municipal Law § 207-a, challenge respondent City of Cohoes’ (Cohoes) order that they return to “light-duty work” pursuant to General Municipal Law § 207-a (3).
