RANDOLPH, Circuit Judge:

Spanish-speaking prisoners incarcerated in the District of Columbia’s eight correctional institutions brought a class action claiming violations of the First, Fifth, and Eighth Amendments to the Constitution, federal statutes (42 U.S.C. § 2000bb; 42 U.S.C. § 2000(d)), and local law.
