Plaintiffs-Appellants Bobby A., a “child with a disability” pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400-1485, and Z.A., Bobby’s mother, appeal the district court’s ruling that they are not entitled to attorney’s fees for the successful administrative resolution of a dispute regarding Bobby’s special education placement.
