PER CURIAM.

In 1991, police arrested Gilbert Copper and Adele Norberg for unlawful picketing of an individual’s dwelling in the City of Fargo, North Dakota, in violation of a 1985 city ordinance. That ordinance provides that “[n]o person shall engage in picketing of the dwelling of any individual in the City of Fargo.
