TERNUS, Justice.

These consolidated appeals require the court to determine the interplay between the Iowa law allowing the issuance of a temporary restricted license to a person whose driving privileges have been revoked and the Iowa law requiring this state to consider a driver’s out-of-state driving record in making licensing decisions.
