The City of Austin brings an interlocutory appeal contending that the district court erroneously denied its plea to the jurisdiction.

Tex.Civ.Prac. & Rem. Code Ann. § 51.014(a)(8) (West Supp. 2000). Raising a single issue, the City argues that the district court did not have subject matter jurisdiction over Ender’s whistleblower lawsuit.
