OPINION AND ORDER

DOUMAR, District Judge.

This matter is before the Court on Defendant’s Motion to Suppress. For the reasons outlined below, Defendant’s motion is DENIED.

I. FACTUAL AND PROCEDURAL BACKGROUND

On June 21, 1999, a Virginia State Trooper stopped defendant Kevin Gerard Plaskett (“Plaskett”) for driving a vehicle with a broken taillight.
