DUGGAN, District Judge.

On December 22, 1998, this Court entered a Judgment, in the amount of $1,500,000.00, in favor of Plaintiff after a jury returned a verdict in her favor.

This matter is before the Court on the City of Flint’s (“City”) motion to quash garnishment. The Court referred this matter to Magistrate Judge Donald A. Scheer.
