Presently before the court is a motion to dismiss plaintiffs complaint, which was filed by defendants City of Philadelphia, City of Philadelphia Department of Licenses and Inspections, Edward McLaughlin, and Dominic J. Verdi (collectively “defendants”). Also’before the court is plaintiff Gentlemen’s Retreat, Inc.’s motion for a preliminary injunction.
