I. Introduction.

On August 12, 1988, an amended complaint against the Secretary of the U.S. Department of Health and Human Services was filed on behalf of a class of social security disability claimants whose claims for benefits were denied by Administrative Law Judge Russell Rowell (hereinafter “ALJ Rowell”).
