The appellees, Michael Baughman, William McGivern, Glen Looney, and Frank Buck are tenured instructors in good standing at the Area Vocational Technical School (AVTS) in the Kansas City school district. During the 1997-98 school term, the appellees taught summer classes under an extended contract, in addition to teaching during the regular school year under their primaiy contract.
