The Pennsylvania Labor Relations Board (Board) and the Athens Area Education Association appeal from the order of the Court of Common Pleas of Bradford County, which reversed a Board decision and order holding that the Athens Area School District violated Section 1201(a)(6) *918of the Public Employe Relations Act (PERA).1
