BACKGROUND

Plaintiff-Appellant Richard Feliciano has filed a motion in this court to disallow the costs on appeal sought by defendants-appellees Donald Selsky and Catherine Wronski. Feliciano is a prisoner who was incarcerated in the Riverview Correctional Facility, a New York State prison in Og-densburg, New York.
