BACKGROUND

Finlay appeals the district court’s dismissal of his petition for a writ of habeas corpus. The district court dismissed his petition for lack of jurisdiction. Finlay received a final order of removal (deportation) in May 1998, stemming from the revocation of parole after a 1992 arson conviction.
