The City of Anderson and Anderson police officer Steven Stoops (collectively, the City), defendants below, appeal the court's judgment, following a bench trial, in favor of Timothy Davis, plaintiff below. In particular, the City contends that it was immune from liability for Davis's personal injuries pursuant to the Indiana Tort Claims Act (ITCA, or the Act).
