I. Introduction

In this whistleblower case, the City of Cockrell Hill, Aldermen Robert Lowther, Linda McCoy, and Kurt Smith, and Mayor Leo Landin appeal from the trial court’s denial of their plea to the jurisdiction and motion for summary judgment as to Elizabeth Johnson’s whistleblower claims.
