OPINION & ORDER
PEREZ-GIMENEZ, District Judge.
The United States Navy (“Navy”) announced that it intended to resume inert ordnance training on the island of Vieques sometime after April 27, 2001. In response, Plaintiffs have moved for a Temporary Restraining Order (“TRO”) to prevent the Navy from conducting training operations on the island of Vieques.
