This matter is before the Court on cross motions for summary judgment. Plaintiffs filed suit pursuant to 42 U.S.C. § 1983 (1994), alleging that restrictions placed on Asterix and Obelix’s entertainment license by the City of Newport (“City”) deprive plaintiffs of their First Amendment right to freedom of expression.
