Appellant, the Board of Trustees of Union Township, Clermont County, Ohio (“Union Township”), appeals the determination of the Clermont County Court of Common Pleas, which found that substantial evidence supports the determination of appellee, the State Employment Relations Board (“SERB”), that Union Township engaged in unfair labor practices (“ULPs”).
